PRESS RELEASE FROM REAR ADMIRAL ALLEN WORLEY, 24 JUNE 2009

It is my pleasure to announce that William George Fell, Jr., LtCol, USMC(Ret)(USNA’78) has been selected by the Superintendent,
on the recommendation of the selection committee as the Assistant Superintendent for Regimental/Student Affairs/Commandant of Midshipmen
at the U.S. Merchant Marine Academy.

Bill arrived at the United States Merchant Marine Academy in June 2004 and assumed duties as Assistant Director of Athletics for Physical Fitness
and Club Sports, with additional duties as Assistant Football Coach and Boxing coach.  He was assigned as the Deputy Commandant in
November 2007 and has been Acting Commandant since July 2008.

After retirement from the Marine Corps in 1998 Bill worked as a science, physical education and health teacher at Grove City High School in
Columbus, Ohio.  A native of Rootstown, Ohio LtCol Fell received the Cornwall Leadership Award, Legion of Merit Medal, three Navy and
Marine Corps Commendation Medals and a Navy and Marine Corps Achievement Medal along with various unit and campaign awards while on
active duty.  LtCol Fell was a three-year member (1974-76) of the Naval Academy football team and was selected twice (1984, '85) to the
USA Military Select Rugby Team.  He also was the captain of the 1985 U.S. Marine Corps Rugby Team -- the last Marine Corps squad to win the
U.S. Military Rugby Championship.

Bill graduated from the U.S. Naval Academy with a BS in Management and Engineering, and earned a MS in Educational Leadership from
Troy State University in 1993.  He also acquired a certificate in Sports Management from the National Association of Collegiate Directors of Athletics'
(NACDA) Sports Management Institute.

LtCol Fell has been married to his wife, Deborah, for 25 years. They have three children: Kimberly, Director of Big Brothers and Big Sisters in Athens Ohio,
Billy a junior at Ohio State University and Jeffrey a sophomore at Yale University.  He has competed with an outstanding field of applicants and selected as
the most qualified.  Bill has demonstrated a true compassion for our Regiment of Midshipmen and has set an excellent example of professionalism and
ethical leadership here at the USMMA.  He has my complete faith as the right person for this critical position of leadership at the USMMA.

With his selection to the position of Commandant of Midshipmen, Bill will be appointed to the rank of Captain in the U.S. Maritime Service and relocating to
the Commandant’s Quarters (C) on the campus.  Please join me in welcoming and congratulating Captain William (Bill) Fell, USMS and his wife Debbie."
